Terrible Times.  It\u2019s 5.6%.<\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> :  That many people are out of work?<\/p>\n<p>\t<strong>ABBOTT<\/strong>: No, that\u2019s 23%.  <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : You just said 5.6%.<\/p>\n<p>\t<strong>ABBOTT<\/strong>:  5.6% Unemployed.<\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> :  Right 5.6% out of work. <\/p>\n<p>\t<strong>ABBOTT<\/strong>: No, that\u2019s 23%.<\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : Okay, so it\u2019s  23% unemployed.<\/p>\n<p>\t<strong>ABBOTT<\/strong>: No, that\u2019s 5.6%. <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> :  <strong>WAIT A MINUTE. Is it 5.6% or 23%?<\/strong> <\/p>\n<p>\t<strong>ABBOTT<\/strong>: 5.6% are unemployed.  23% are out of work. <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : If you are out of work you are unemployed. <\/p>\n<p>\t<strong>ABBOTT:  No, Congress said you can\u2019t count the \u201cOut of Work\u201d as the unemployed.  You have to look for work to be unemployed.<\/strong><\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : BUT THEY ARE OUT OF WORK!!! <\/p>\n<p>\t<strong>ABBOTT<\/strong>: No, you miss his point.<\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> :  What point?<\/p>\n<p>\t<strong>ABBOTT:  Someone who doesn\u2019t look for work can\u2019t be counted with those who look for work. It wouldn\u2019t be fair.<\/strong> <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : To whom?<\/p>\n<p>\t<strong>ABBOTT<\/strong>: The unemployed.  <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : But ALL of them are out of work.  <\/p>\n<p>\t<strong>ABBOTT: No, the unemployed are actively looking for work. Those who are out of work gave up looking and if you give up, you are no longer in the ranks of the unemployed.<\/strong> <\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : So if you\u2019re off the unemployment roles that would count as less unemployment?<\/p>\n<p>\t<strong>ABBOTT<\/strong>: Unemployment would go down. Absolutely!<\/p>\n<p>\n\t<span style=\"color: #FF0000\">COSTELLO<\/span> : <strong>The unemployment just goes down because you don\u2019t look for work?<br \/>\n\t <\/strong><br \/>\n\t<strong>ABBOTT: Absolutely it goes  down. That\u2019s how it gets to 5.6%. Otherwise it would be 23%.<\/strong><\/p>\n<p>\t<span style=\"color: #FF0000\">COSTELLO<\/span> : Wait, I got a question for you.
