The panel refused.<\/p>\n<p>\tIn another effort to keep the casino open, Penn National lawyers will argue at a court hearing Thursday that a state judge should grant an emergency stay of the commission\u2019s order.<\/p>\n<p>\tThe Argosy\u2019s pending closure stems from the commission\u2019s decision to allow a land-based casino in downtown Sioux City to replace the Argosy.
