It&#8217;s 9%<\/p>\n<p>\tCOSTELLO: That many people <br \/>\n\tare out of work?<\/p>\n<p>\tABBOTT: No, that&#8217;s <br \/>\n\t16%.<\/p>\n<p>\tCOSTELLO: You <br \/>\n\tjust said 9%.<\/p>\n<p>\tABBOTT: 9% Unemployed.<\/p>\n<p>\tCOSTELLO: Right 9% out of <br \/>\n\twork.<\/p>\n<p>\tABBOTT: No, that&#8217;s 16%.<\/p>\n<p>\tCOSTELLO: Okay, so it&#8217;s 16% <br \/>\n\tunemployed.<\/p>\n<p>\tABBOTT: No, that&#8217;s 9%&#8230;<\/p>\n<p>\tCOSTELLO: WAIT A MINUTE. <br \/>\n\tIs it 9% or 16%?<\/p>\n<p>\tABBOTT: 9% are unemployed. 16% are out of <br \/>\n\twork.<\/p>\n<p>\tCOSTELLO: IF you are out of work you are <br \/>\n\tunemployed.<\/p>\n<p>\tABBOTT: No, you can&#8217;t count the &quot;Out of Work&quot; as the <br \/>\n\tunemployed. You have to look for work to be unemployed.<\/p>\n<p>\tCOSTELLO: BUT <br \/>\n\tTHEY ARE OUT OF WORK!!!<\/p>\n<p>\tABBOTT: No, you miss my <br \/>\n\tpoint.<\/p>\n<p>\tCOSTELLO: What point?<\/p>\n<p>\tABBOTT: Someone who doesn&#8217;t look <br \/>\n\tfor work, can&#8217;t be counted with those who look for work. It wouldn&#8217;t be <br \/>\n\tfair.<\/p>\n<p>\tCOSTELLO: To whom?<\/p>\n<p>\tABBOTT: The <br \/>\n\tunemployed.<\/p>\n<p>\tCOSTELLO: But they are ALL out of work.<\/p>\n<p>\tABBOTT: <br \/>\n\tNo, the unemployed are actively looking for work. Those who are out of work <br \/>\n\tstopped looking. They gave up. And, if you give up, you are no longer in the <br \/>\n\tranks of the unemployed.<\/p>\n<p>\tCOSTELLO: So if you&#8217;re off the unemployment <br \/>\n\trolls, that would count as less unemployment?<\/p>\n<p>\tABBOTT: Unemployment <br \/>\n\twould go down. Absolutely!<\/p>\n<p>\tCOSTELLO: The unemployment just goes down <br \/>\n\tbecause you don&#8217;t look for work?<\/p>\n<p>\tABBOTT: Absolutely it goes down. <br \/>\n\tThat&#8217;s how you get to 9%. Otherwise it would be 16%. You don&#8217;t want to read <br \/>\n\tabout 16% unemployment, do ya?<\/p>\n<p>\tCOSTELLO: That would be <br \/>\n\tfrightening.<\/p>\n<p>\tABBOTT: Absolutely.<\/p>\n<p>\tCOSTELLO: Wait, I got a <br \/>\n\tquestion for you.
