\tABBOTT: No, you can’t count the "Out of Work" as the
\n\tunemployed. You have to look for work to be unemployed.<\/p>\n

\n\tTHEY ARE OUT OF WORK!!!<\/p>\n
\tABBOTT: No, you miss my
\n\tpoint.<\/p>\n
\tCOSTELLO: What point?<\/p>\n
\tABBOTT: Someone who doesn’t look
\n\tfor work, can’t be counted with those who look for work. It wouldn’t be
\n\tfair.<\/p>\n
\tCOSTELLO: To whom?<\/p>\n
\tABBOTT: The
\n\tunemployed.<\/p>\n
\tCOSTELLO: But they are ALL out of work.<\/p>\n
\tABBOTT:
\n\tNo, the unemployed are actively looking for work. Those who are out of work
\n\tstopped looking. They gave up. And, if you give up, you are no longer in the
\n\tranks of the unemployed.<\/p>\n
\tCOSTELLO: So if you’re off the unemployment
\n\trolls, that would count as less unemployment?<\/p>\n
\tABBOTT: Unemployment
\n\twould go down. Absolutely!<\/p>\n
\tCOSTELLO: The unemployment just goes down
\n\tbecause you don’t look for work?<\/p>\n
\tABBOTT: Absolutely it goes down.
\n\tThat’s how you get to 9%. Otherwise it would be 16%. You don’t want to read
\n\tabout 16% unemployment, do ya?<\/p>\n
\tCOSTELLO: That would be
\n\tfrightening.<\/p>\n
\tABBOTT: Absolutely.<\/p>\n
\tCOSTELLO: Wait, I got a
\n\tquestion for you. That means there are two ways to bring down the
\n\tunemployment number?<\/p>\n
\tABBOTT: Two ways is correct.<\/p>\n
\tCOSTELLO:
\n\tUnemployment can go down if someone gets a job?<\/p>\n
\tABBOTT:
\n\tCorrect.<\/p>\n
\tCOSTELLO: And unemployment can also go down if you stop
\n\tlooking for a job?<\/p>\n
\tABBOTT: Bingo.<\/p>\n
\tCOSTELLO: So there are two
\n\tways to bring unemployment down, and the easier of the two is to just stop
\n\tlooking for work.<\/p>\n
\tABBOTT: Now you’re thinking like an
\n\teconomist.<\/p>\n
\tCOSTELLO: I don’t even know what the heck I just said! <\/p>\n
