Red equals "Un-Read" forum/topic and flashing means its "Hot" or popular.

There must be a reference somewhere on the forum to to a link in the upper right that you mention, it could be an old message, but I think the link might now be moved to the left side and titled "FAQ" that is where all the help files are.
