On a come-out roll a Come bet with odds loses the flat bet on a Seven and the odds are returned to the player. But if the number is thrown he wins on the flat bet and the odds are returned to him. Only the flat bet is working on the come-out roll.
On a come-out roll what happens to the Don’t Come bet with odds? When a Seven is thrown does he win on the flat bet and the odds are returned to him? If the number is thrown does he lose the flat bet and the odds are returned to him?

So on a come out roll the don’t come bettor and the pass line bettor both win.

The do player wins his pass line bet but losses all the "flat" come bets and his odds are returned–the base come bets are always working even on a come out bet. Remember as a courtesy to the players the come line odds are not working on a come out roll and that is why they are returned—there is no basis come bet left for the odds to be on. The player can call his come bets working and if the 7 is rolled he loses the entire come bet.
On the other hand the don’t player wins all of his don’t come bets plus the odds layed on each don’t come bet.

the odds portion of the bet for the Don’t Come player.
Are you saying his odds are in play as well as his flat bet,
winning on his odds bet as well as on his flat bet if a comeout seven is thrown and
losing his odds bet as well as his flat bet when that number is thrown?

The base bet and odds of a don’t come are working on the come out roll. A don’t come wins when a seven is thrown on the come out roll. The base bet pays even money and the odds portion pays "true odds" of 1 to 2 for the 4 or 10, 2 to 3 for the 5 or 9 and 5 to 6 for the 6 or 8. If the number the don’t come is on is thrown on a come out roll the base bet and odds are both lost.
It is standard procedure for don’t come bets to be working on the come out roll in all casinos. The player has the option of calling the bet "off" but he should not do that because he has the advantage over the house since he wins with a seven.
Likewise a "lay" bet is working on the come out roll. Whereas place bets, buy bets and the odds on a come bet, are all off on the come out roll.
Hardways are typically working in Las Vegas and not working in Atlantic City on the come out roll.
