What is the strategy behind betting the even numbers verses the inside or outside numbers?

If you can buy the four/ten and pay the vig only on wins, the house advantage on all the even number is less than the house advantage on the 5/9 so it follows you don’t bet a combination that has the 5/9 as some of the numbers.
