As of November 8th player controlled bets are allowed in Colorado. Not all casinos have implemented the ruling as yet, however.
They are not obligated to allow player controlled bets. I was in one casino that just as of the 1st of November has new ownership and they have not but the boxman said it was in the works.

Players and dealers win!!!! Looks like my efforts have paid off. It is an aggregate bet to comply with our Amendment 50 gambling law that brought $100 max bet to Colorado.
