The Rules of Engagement for each Diplomatic posting, in general, are dictated by the lead diplomat for that assignment. In the case of Cairo that would be the Ambassador to Egypt. So the answer to your question Noah is, most probably, every Diplomatic Mission around the world since the Leads are not looking to cause an incident brought on by a "Gun happy Marine" that is no smarter than a bowl of soup.
Disclaimer for you Jarheads out there,( "Gun happy Marine" that is no smarter than a bowl of soup.) is not my opinion, just my rendition of what I think "They" would argue. The Ambassadors are appointed by Barry after all and their staffs do, for the most part, lean to the left.
