HA depends on whether they collect the commission up front or on wins only. It also depends on the rounding they do with the commission. Some casinos will round down the commission. They will allow you to buy the 5/9 for $38 collecting only a $1 commission.
If you bought the 5/9 for $30 the HA would vary depending on the 4 situations I described above.
Buy 5/9 for $30 with Commission paid on Win only:
Commission of $1, HA would be 1.33%
Commission of $2, HA would be 2.67%
Buy 5/9 for $30 with Commission paid up front on all wagers:
Commission of $1, HA would be 3.23%
Commission of $2, HA would be 6.25%
The general rule would be, it is a good idea to buy the 5/9 if you are at a casino that collects the commission on the win only. Then you should buy it for as much as they allow you to before they round the commission up to the next increment. Ask what the vig is on $38. If they say $2, ask when they go up from $1 to $2. If they only charge $1 for a $30 buy then do that. If they round up and go up to $2 as soon as you go over $20, then buy it for $20.
